The province of Noord-Holland is actively committed to trying to limit the disruption to traffic, especially when it comes to roadworks and events. In addition to the traditional means employed by project leaders and contractors in the area of traffic management, the province deploys innovative ‘Smart Mobility’ applications to communicate, monitor and adjust using a more targeted and personal method.

The ’Smart Mobility’ applications were collected in the ‘Smart Mobility Toolbox’, which the province could use to deploy smart measures such as tracing where road users come from or using push notifications to inform road users in a targeted way. The result is less disruption and greater road user satisfaction.

The province of Noord-Holland used the Toolbox for providing tailor-made advice in the context of ongoing projects, and later the project managers involved decided to adopt these measures and implement them. In 2019, there was a pilot phase in which several projects were involved in the use of the Toolbox, resulting in a better and more focused communication towards the target groups. The Smart Mobility measures deployed had a positive effect on the implementation of the projects. For example, by using Geofence, road users knew who was driving through a certain area at a certain time and they were informed via personal messages with push notifications. The follow-up behaviour was more positive than with the traditional method as they mostly preferred alternative routes, avoiding traffic disruption.

The Toolbox contains various possible Smart Mobility measures for each task, such as:

  • arrival-destination analysis with floating car data (FCD);
  • travel time/flow-through analysis with FCD;
  • target group analysis with social media;
  • smart cameras that also detect cyclists and pedestrians;
  • live images via webcams of relevant (inconvenient) locations;
  • mobility portal with up-to-date and complete travel information;
  • real-time status information about bridges;
  • in-app text notifications;
  • voice messages via apps;
  • target group-oriented advertising via social media;
  • social media monitoring.

The management of the province of Noord-Holland made a budget available for the Smart Mobility not only for 2021 but also for 2022. At the end of this period, the tool will be evaluated and it will be decided whether further encouragement is needed or whether the current use of the Toolbox is considered to be sufficient. The main objective is to make the use of Smart Mobility measures as a natural part of the execution of projects and events.

The Toolbox will be kept up to date by regularly adding new developments and experiences to it. The province of Noord-Holland considers Smart Mobility to be of great importance and this is proved by the fact that, following on from the €12 million Smart Mobility programme for 2018–2021, the Smart Mobility Focus was subsequently approved. This is a programme for the period 2021–2025 where the province will realise what it has learnt in recent years in the field of Smart Mobility.

Among other things, the Toolbox applications also contribute to provincial tasks such as accessibility, living, environment, economy and liveability. For the Smart Mobility Focus (2021–2025), the Provincial Executive has been asked to approve the proposal for an investment of €6.8 million for the development of Smart Mobility solutions for smart, clean and safe travel, now and in the future. For the remaining €4 million, external coverage and national and European subsidies will be sought.

The Smart Mobility measures have already been successfully applied in several projects of other road authorities, such as Schiphol-Amsterdam-Almere (SAA), the Velsertunnel and the reconstruction of the N200 (Rijkswaterstaat). All are interested in benefiting from the knowledge gained with the Toolbox and are willing to provide input from their experiences. They also saw opportunities for upscaling with multiple facets (including behaviour) and wider applications.

Therefore, to allow stakeholders and partners in projects to make use of the knowledge and the experiences collected in the Toolbox, the tool was made available online, free of charge.
