In emergency situations, population can request assistance from authorities through the Single National System for Emergency Calls 112 – the unique emergency number used in Romania. On the other hand, the authorities had limited possibilities for alerting the citizens in emergency situations by using different means of communications, as sirens which have limited capabilities to be heard inside buildings.

The system will be used by the authorities when the situation demands it.

The system benefits from 10 years support and warranty from the supplier and will be interconnected with the future technologies like 5G.

Other warning systems existing in Romania will be interconnected with RO-ALERT system.

A dedicated web portal must be created in order to promote the system among the citizens.

Mobile network operators and stores should sell only compatible mobile phones with RO-ALERT system that have the possibility to activate the Emergency Messages facility on the mobile phones.

Security mechanism must be implemented, as follows:

- hardware tokens and credentials for authentication of agency users allowed to send alerts;

- VPN connection between core system, MNO network cores and emergency dispatchers.

A Public Warning System must be deployed with open interfaces based on CAP (Common Alerting Protocol) for interconnection with other alerting systems and the core of the system should be implemented with geographic redundancy conditions.

A collaboration protocol shall be signed between the entities involved in the operation of the alerting system or, moreover, a legal framework shall be adopted.
