Context

For 20 years, the Małopolska Region has implemented the Regional System of Public Information Bulletins (Regionalny System Biuletyn Informacji Publicznej – RSBIP), providing services for publishing and maintaining Public Information Bulletin (Biuletyn Informacji Publicznej – BIP) websites for local government units, NGOs, and other entities legally obliged to maintain a BIP website within the region. RSBIP supports the public task of regional development, ensuring transparency and access to public information.

Launched in 2004 as the first unified system of BIP websites in Poland, RSBIP addressed local needs and community-focused information at a time when no market solutions existed. Today, it covers around 90% of obligated entities and hosts content from nearly 3300 public institutions.

The system offers a single point of access to public information, promotes digital communication, and builds citizen trust in e-administration. It is free of charge, with the Małopolska Region responsible for maintenance, hosting, technical supervision, and training.

After 10 years of operation, RSBIP requires modernisation to replace outdated technology, expand server capacity, enhance cybersecurity, ensure operational continuity, and comply with legal requirements. By digitalising administrative processes and facilitating online access, RSBIP allows citizens to use essential services efficiently, improves public service quality, and reduces the need for in-person visits, while reinforcing transparency, accessibility, and citizen engagement.

Objectives

The overall objective of the project is to develop e-administration in the Małopolska Region by increasing access to public information, improving the efficiency and security of the RSBIP, and implementing modern digital solutions. The project addresses the need to replace an outdated system, ensure operational continuity, enhance cybersecurity, and provide citizens and public administration entities with reliable, efficient, and user-friendly digital tools.

The first specific objective is to implement a modern appointment-scheduling module within RSBIP, enabling public administration entities to manage citizen interactions efficiently. This module will help achieve Level 4 digital maturity, reflecting advanced, fully integrated e-services that allow seamless online interactions and improve service delivery.

The second specific objective is to increase the availability and quality of public information while ensuring high cybersecurity standards and operational continuity. This will be achieved through further development of RSBIP, including procurement of modern server infrastructure and upgrades to the content management system. The project will enable secure, scalable, and interoperable data exchange between public entities, support digitalisation of administrative processes, and facilitate convenient, remote access to public services.

Implementation

The project will be implemented in a coherent and technologically open manner, building on existing RSBIP solutions while adding compatible, modern components. The design and deployment of a new RSBIP front end is planned, along with enhanced functionalities for administrators and editors within the content management system to facilitate content management, improve usability, and streamline publication processes.

A key element of the project is the implementation of an appointment-scheduling module for clients of public institutions across the Małopolska Region, enabling efficient and fully digital interactions with public services. Educational and awareness-raising activities will support adoption and correct use of these tools.

The project includes the procurement of modern server infrastructure to ensure operational continuity, high performance, and enhanced cybersecurity, with warranty and technical support services included. These upgrades will also enable secure and scalable data exchange between public administration entities.

Governance and management of the project are led by the Ministry of Digital Affairs, which oversees coordination, monitoring, and stakeholder engagement. Staff allocation, budget management, and communication plans are carefully structured to ensure smooth implementation and sustainability of results
