Context
Within the new model of co-governance and taking into account the necessary work of institutional cohesion, the Ministry of the Presidency, Justice and Relations with the Courts (MPJRC) is working on the creation of initiatives aimed at transforming the Public Service of Justice in cooperation with the different actors involved in the process of modernisation of the system of Administration of Justice.
Examples of this are the two digital justice forums organised by the Ministry in collaboration with various institutions and public and private companies, which regularly bring together the Justice sector: the Forum for the Digital Transformation of Justice (Foro para la Transformación Digital de la Justicia – FTDJ) and DATAfórum Justicia, two pioneering initiatives in the field of co-creation of improvements and solutions of value for the Administration of Justice.
Based on public co-creation, the forums represent an open and participatory management model in which the Administration designs and implements new services and policies together with citizens and the different actors of the justice ecosystem – companies, academia, and professionals. It aims to generate public value by leveraging collective intelligence and contextual expertise, ensuring that solutions respond to real needs and are built in an inclusive, ethical, and transparent manner.
Objectives
The Administration of Justice is a large ecosystem that not only encompasses the public administration, but includes private companies that develop information systems, professionals, and citizens. From this premise was born the FTDJ, an active forum all year round, formed by various working groups of the public and private sectors, which meet periodically contributing to the improvement of the public service of Justice. Since its creation in 2022, the FTDJ has held biennial plenary sessions where various actors from the private and public spheres of Spanish Justice meet with the common objective of bringing together the co-creation of value between administrations, citizens, and the private sector.
With the same commitment, but with a pioneering approach to data-oriented justice, the Ministry holds DATAfórum Justicia every year, the first institutional congress in Spain that places data as the backbone of digital transformation in the judicial field. This forum offers an annual meeting point for innovation in the field of justice where to give visibility to initiatives in which data contributes to offer a closer, innovative, and effective public service for citizens.
Implementation
The working model is based on co-governance between the Ministry, the autonomous communities, the General Council of the Judiciary, and the Prosecutor’s Office, ensuring effective coordination in the digital transformation of justice. In this context, the Digital Justice Forums are developed, which promote intra-administrative, inter-administrative, public-private and public-social collaboration, integrating the main actors of the judicial system to move towards a more efficient and citizen-centred justice.
Under the motto ‘Promoting together the digital transformation of justice’, the MPJRC, together with the Ministry of Economic Affairs and Digital Transformation, the State Technical Committee of the Electronic Judicial Administration (Comité Técnico Estatal de Administración Judicial Electrónica – CTEAJE) and the Confederation of Business Organizations (Confederación Española de Organizaciones Empresariales – CEOE), held two events of the FTDJ: THE first FTDJ Plenary in 2022 and the FTDJ Plenary II in 2024.
For its part, DATAfórum Justicia has held three editions in collaboration with different ACs and Spanish universities, consolidating itself as a key meeting space between justice and technology: the first in 2023, at the University of Gijón with the collaboration of the Principality of Asturias; the second in Granada in 2024, together with the Junta de Andalucía; and the most recent one in León (October 2025), which brought together more than 1500 professionals, strengthening its strategic relevance.
