The idea of the project was created in response to the need to improve public safety. The conditions for ensuring safety are first of all: the ability to quickly report an incident and quick response from the services, including the police. This is possible due to the increased effectiveness of police cooperation with other services, entities involved in joint operations, as well as with citizens and other authorities using the NTN112 network services. The project meets the needs to ensure the availability of information resources for offices as part of voice and video communication and allow its use by citizens in the context of public e-services.

The most important assumptions of the project are:

– Facilitating communication with the police to disabled people.

– Providing citizens with contact details (addresses, websites, telephone directories, e-mail addresses) of police units and institutions of the Emergency Notification System – ENS (Public-Safety Answering Point – PSAP) attached to NTN112.

– Expansion of the Child Alert system with the possibility of submitting applications by disabled people and online applications thanks to the combination of audio, audio-video and chat functionality. Reports to the Child Alert system using text messages. Introduction of notifying citizens and services about the announcement of an alert for mobile phones in the form of SMS or MMS.

– Internet access to dialing a telephone number and connection to a specific police unit (duty dispatcher, district) and institutions of the Emergency Notification System – ENS (Public-Safety Answering Point – PSAP) attached to NTN112.

– Providing video-conferencing in SIC NTN112 with the possibility of working together on a document, conducting presentations and sharing dashboards.

– Increasing the availability of officials for people with disabilities who can not move.

– Increased competences of officials and officers by using the system’s resources for the functioning of the e-learning platform.

The implementation of the project will contribute to the improvement of the functioning of the police and institutions that are beneficiaries of PSAP, i.e. institutions of key importance to the security of citizens.

The project consists of 13 new e-services in the field of SIC NTN112 for recipients: residents of Poland and for employees of the police and other administrative institutions cooperating with the police.

The assumed objectives are a response to problems in the social and institutional environment.

The main problems for citizens:

– Lack of technological solutions and e-services, enabling quick and, therefore, more effective, communication with the police for people with disabilities (especially for deaf people).

– Lack of e-public services allowing quick access to information related to institutions and persons responsible for public safety and emergency notification (e.g. quick search of contact information).

– Long waiting for contact with individual police representatives (multiple phone calls, no individual numbers for officers).

Main institutional problems that the project should solve:

– Lack of technological solutions and e-services allowing for quick information flow between police units, PSAP and other institutions appointed to provide assistance.

– Insufficient opportunities for fast and direct contact of units with police officers who are out of the workplace.

– Lack of e-services enabling contact with citizens (including the disabled), witnesses, experts.

– Unadapted currently functioning ICT systems to new technological standards required by Polish law and European Union guidelines – insufficient security of teleinformation systems.

– Lack of sufficient integration within the system between organizations connected to NTN112 and the police.

– Poor quality of contacts for stakeholders and insufficient opportunities to develop and provide public e-services.

The Police Headquarters is an organizational unit of the Police, with the help of which the Chief Commander of the Police, the central government administration authority competent in matters of protecting human security and maintaining public security and order subordinate to the minister competent for internal affairs, performs the tasks specified in statutes. It is a state institution which, due to the nature of the tasks it performs, will function independently of any political and administrative changes. It has an organized organizational structure, as well as extensive experience in the implementation of projects co-financed from EU funds, for which the durability period has ended and the effects of implementation have been achieved and maintained. The Police Headquarters have the required consents and obligations regarding the implementation of the project and maintaining its effects. In connection with the above, it should be recognized that the project is guaranteed organizational durability.

In addition, the solution planned for implementation is optimal in terms of technology also due to the possible expansion of the solution. Bearing in mind that planned to buy equipment of good quality and efficiency and planned the possibility of expanding the implemented solution as needed due to the increasing number of services in both hardware and software (increasing licenses for more users), recognize that the project is guaranteed technical durability.

As far as financial sustainability is concerned, the National Police Headquarters is a budgetary unit whose financial functioning is ensured by the state. The services planned for implementation are the fulfillment of the statutory tasks of the Police, therefore their implementation after the end of the project and the infrastructure necessary to provide them can be financed from the state budget. Thus, the project has financial sustainability.

As part of this project, there will be activities consisting of, i.a. integrating distributed systems to allow fast and efficient communication and improve access to information.

The project will ensure the increase of the availability of information resources for government administration offices as part of new voice and video communication services, and allow its use by citizens in the framework of public e-services. The project also includes migration from exploited hardware resources to the virtual environment, which will significantly improve the stability, reproducibility and ease of integration of the solution within the public computing cloud.

The solutions fit into the broadly understood development of public e-services, aimed at increasing the satisfaction of state administration employees and citizens.
