Context

The Madrid City Council designed the ‘Madrid, Digital Capital’ strategy to spearhead the city’s digital transformation. This initiative aims to accelerate the digitisation of municipal services, ultimately improving the lives of residents. The strategy aligns with broader European and national digital and sustainability goals, including the European Digital Agenda, the European Green Deal and the Spanish Digital Agenda 2026. It also adheres to the UN’s Sustainable Development Goals (SDGs).

The core concept of the strategy revolves around creating a technologically advanced city that leverages information and communication technology (ICT) for sustainable growth. This involves facilitating data exchange between urban systems, leading to more efficient city management and service delivery that caters for citizens, businesses and the administration itself. To achieve this transformation, the city council fosters public–private partnerships to support initiatives promoting digital governance, innovation and service efficiency.

Objectives

The Madrid, Digital Capital strategy is driven by three main objectives that work together to build a digital future for the city. First, it prioritises making daily life easier for residents through user-friendly and efficient digital services. Second, the strategy focuses on leveraging technology to achieve sustainable and efficient city management, creating a dynamic and adaptable urban environment. Finally, it aims to transform Madrid into a hub for innovation, investment and talent in the digital sector, attracting businesses, investors and skilled professionals by fostering an attractive ecosystem.

Implementation

The Madrid, Digital Capital strategy will be implemented over five years with a dedicated budget of at least €1 billion. The city council is actively seeking additional funding through European sources. The budget is allocated based on the three strategic objectives.

The Digital Office, a department under the General Coordination of the Mayor’s Office, is responsible for overseeing the digital transformation of the city council and the city as a whole, along with ensuring technology is used effectively to enhance municipal services. The IT department and Digital Delegates, who are city employees charged with facilitating, monitoring and evaluating the city’s digital transformation, also play crucial roles.

The strategy includes a comprehensive communication plan to keep stakeholders informed about the city council’s initiatives. This plan involves disseminating project information, creating relevant content for both municipal staff and citizens and fostering a culture of knowledge around the strategy. The city council utilises various channels to communicate progress, including publications on the Digital Transformation portal, videos and events.
