Context

Since 2018, the Hradec Králové Region has implemented and certified an energy management system (EnMS), which specifies the basic tools, methods and procedures that are applied in the management of energy efficiency of buildings owned by the Hradec Králové Region. It encompasses the region itself and its 100 associated organisations. The core elements of the EnMS are personnel, established systems and technology. As part of the Development of the EnMS in the Hradec Králové Region project, co-financed by the Operational Programme Employment, the region is implementing a system for remote monitoring of energy and utilities consumption (electricity, gas, heat, water).

Objectives

The aim of the project is to develop the existing EnMS according to the requirements of EN ISO 50001: 2019. Therefore, the project seeks to:

  • eliminate weaknesses of the current energy consumption data collection system;
  • obtain an effective tool for monitoring energy consumption and planning targets;
  • streamline the work of the regional energy management team and responsible people in organisations;
  • improve the evaluation of energy consumption with an impact on the planning and implementation of investment measures and continuous improvement (reduction of energy consumption).

Another objective is to obtain a system of planning and control of installations, which are subject to legal inspections by external experts at intervals defined by law. Last but not least, the project aims to provide an effective way of training the EnMS team, including the provision of a manual for basic orientation in the concepts and rules in the field of energy and in the duties of the organisation’s energy manager.

Implementation

The Hradec Králové Region’s EnMS team took the lead, collaborating with various stakeholders to execute the project successfully. Internally, the IT department played a crucial role in integrating the system, while energy managers and facility personnel assisted with the meter inventory, ensuring accurate data collection. Externally, collaboration with energy suppliers was essential. For electricity and gas, agreements were established with ČEZ Distribuce and GasNet, respectively, to import data from their existing remote reading portals. For heat and water, the project team successfully negotiated data access with all local suppliers, fostering innovation awareness even among smaller companies. Additionally, a contractor was selected through a public tender to provide and install the remote reading system.
