Context

The government of Catalonia, through the Office of Business Management, has launched a project to transform the way companies interact with public administrations. This initiative aims to streamline procedures, reduce administrative burdens and leverage data to provide improved services. The project is part of the third one-stop shop (OSS) plan, a broader governmental programme focused on simplifying business operations.

Objectives

This project centres on three main objectives. First, it seeks to establish a more efficient and user-friendly model for business-administration relations. This includes eliminating the need for companies to repeatedly provide the same data across different administrative processes. Second, the project aims to create a more transparent system by providing companies with a 360-degree view of all the data that public administrations hold on their economic activity. Finally, the initiative seeks to leverage data analytics to anticipate business needs and deliver proactive, personalised services.

Implementation

The project’s implementation involved several key steps. Law 18/2020 and its implementing decree, Decree 131/2022, established the legal framework for a digital-first approach and the concept of ‘one-time data provision’. To ensure data quality and consistency, a standardised data dictionary (OSS Data Dictionary) was created. This dictionary defines data elements, classifications and quality control procedures. Additionally, a unique identifier system for establishments was implemented to facilitate data management and eliminate ambiguity. A major challenge involved ensuring adherence from public administrations. The legislation mandated that all relevant data collections must be incorporated into the Directory of companies and establishments, a centralised repository for business data. This collaboration between different administrative bodies was crucial for the project’s success.
