The city of KecskemŽt faces the same social and demographic challenges as most of the European cities. One of the most urgent task which requires a comprehensive local solution is social ageing. The proportion of people over the age of 60 will be over 40% of the city population within the next two decades. This specific situation demands a paradigm shift in the field of social care, health services, employment system and life long learning. The poor senior health indicators, the overloaded healthcare and social system, the tension between generations, the lack of cooperation and the social discontentement are challenges which have to be responsed.

The rapidly growing rate of senior citizens, the declining population and the shrinking labour supply are also belong to the social challenges of the current situation. In addition, we can’t neglect the individual aspects as well. Losing jobs and tasks, health problems, financial difficulties, loss of competence, isolation, lack of plans for the future, loss of dignity and pressure to adapt are all can be the characteristics of ageing.

The Program aims to overcome and improve the forementioned challenges. In order to achieve this goal we try to implement a kind of social innovation which offers a model for establishing the ecosystem of social ageing. 

This model is centered around the utilization of senior experiences and the outsourcing of senior knowledge assets. We would like to create a targeted ecosystem with new organizational frameworks and operating mechanisms, new forms of market cooperations and institutional connections. This model is based on International researches and experiences, primarily customized to Eastern and Central European societies.

The project was planned to be financially and methodologically sustainable. Therefore the market-oriented activities - trainings, senior labor mediation, new professions, niche social services - are able to become self-maintaining within a few years. The cooperation and collaboration with the profit-oriented business companies and enterprises serves the same sustainability goal. Naturally the municipality support will be maintained until it is necessary.

The municipality intends to establish a social service provider non-profit limited liability company which will preserve and continue the results and activities of the project in the future. This company will contribute to the smart city concept of KecskemŽt with social services, researches, trainings, communication, and above all with the further maintenance and development of the CedarNet Program KecskemŽt. 

One of the most important planned future activity which will contribute to the sustainability of the project is to launch a City Lab in KecskemŽt. This Lab provides an excellent opportunity for the  inhabitants of the city, the local companies and enterprises, the educational and research institutions and the public administration organizations to find common solutions for the social challenges of the future. City Lab creates new social solutions and products with the involvement of all the stakeholders. 

The most relevant suggested topics of the planned City Lab are the followings:

- widespread utilization of the experiences of ageing population

- effective mediation and communication of tools and information which can improve civic awereness and quality of life

- strengthening intergenerational cooperation

- developing new tools for the local public

The project intends to respond to not only local, but regional challenges as well. Post-socialist societies face a wider variety of challenges than many other countries in managing the process of aging. Issues include financial insecurities, isolation, feelings of uselessness, lack of social cooperation and voluntarism, limited use of digital technology and Internet, and pervasive age discrimination. These issues produce many problems in personal lives of the elderly, in the social security system, and in the labor market.

To address these issues in the context of unique Eastern European cultures, CedarNet Program offers a new strategic focus on using senior professionalsÕ knowledge and experience to help individuals cope with aging and at the same time benefit society.

In the light of the forementioned statements we can declare that adaptability is one of the most important characteristics of the project. In KecskemŽt we have implemented a pilot project which has usable and adaptable results and experiences for many other Central European cities with similar social conditions, circumstances and challanges.
