There are sizeable benefits to be realized from this form of collaboration in relations linked to investments, cost efficiencies, access to resources, capacity and competency. It is often challenging for small and medium sized municipalities to attempt covering requirements for competency and capacity. To acquire, maintain, manage and develop digital services on their own whilst larger municipalities lack solid financing to complete desired activities and action plans. By collaborating municipalities will be able to work together to realize each othersÕ requirements and goals.  

The agreement between Stavanger, Bergen, Fjell and lesund regulates management, operation and further development of the solution. The foundation of the agreement has allowed the municipalities to establish a solid governance model, which, in conjunction with operation and development is good basis for further innovation and development of the product.

A step in the further development of Active Municipality has been a strategy process in the municipality of Fjell named eCultura Ð Be the future! This strategy focused on design of services from the perspective of the resident and users of the solution. The process pointed to the need for a sustainable further development of the solution Active Municipality where automatization was strongly in focus. The goal was to automate where possible to free up human resources both in the public sector and for the resident. The further development of Active Municipality, the digital foundation, was to ensure the public sector surfed the wave of digitization without getting washed ashore after.  

To further develop the symbiosis between small, medium and large municipalities in collaboration with the private development sector was viewed to be favourable in the new times we were facing. Active Municipality is functioning according to these visions today, appearing as a safe, innovative and dynamic solution for all parties according to prerequisites. The solution has been promoted in several cities both domestic and international and presents itself as a sought-after model and solution.

Other municipalities and public agencies can subscribe to the solution by entering into user agreements. A standardized concept allows new members the advantage of implementing a comprehensive solution, not just a digital platform. If digital solutions are to be effective and generate necessary economics of scale and benefits, they must be a part of working process. There will be significant efficiency benefits by establishing best practices and standardized working processes. The concept includes pricing for service, optimized processes, role and role descriptions, standardized routines, procedures, user manuals, training program etc.

The collaboration concept is an important base for future services. There are dialogues for expansion of collaboration where we will reuse the model including methods and methodology.

There are sizeable benefits because of this form of collaboration, both in relation to investment, cost efficiency, access to resources, capacity and competency. These factors are an important part of the cityÕs strategy tied to innovation and collaboration. To enable strong collaboration, work smarter and realize benefits linked to efficient innovation work, platforms that promote innovation and speed of innovation, methods of collaboration along with teams who leverage each othersÕ strengths and help each other must be established to reach goals and secure deliveries.  

Governance model and methods have been essential and necessary to facilitate efficient innovation collaboration between municipalities. It has provided the foundation for the collaboration project and the concept has managed to generated value in the form of optimization of resources and costs, standardization, simplification and efficiencies for further service development.

The platform is tailored and provides a good starting point for effective progress and further development where we have great flexibility in use of different areas of expertise, further innovation and development.

The organization of team and team dynamics is all about change management and change in methods. It will be a defining factor for good progress and rate of innovation for all kinds of technical projects and tasks. This provides us with solid competency in organization and execution for both virtual and co-located teams as well as which the key success factors are to make it work.

There is a need to standardize the different solutions and processes the municipalities provide to its residents. This to enable equal treatment for residents and their needs across municipal borders but also to provide greater flexibility and room for action for the municipalities in the form of further innovation and development.


The entire concept of collaboration can be reused by other public agencies, municipalities and agencies/departments. For the partner municipalities, it has been a matter of importance to create generic models that can be reused in several contexts to realize the true value. This is related to everything from governance models, methods, work processes, procedures and descriptions for how we handle the development team and ensure solutions that look after the userÕs requirements in addition to being resident-centric. Facilitation of platform and principles that ensure supplier independence where additional parties can collaborate gives the municipalities a higher return on investment and become central factors for reuse in other projects.

The service Active Municipality is offered to municipalities and public departments as a solution they can leverage through a signed user agreement. They are offered a comprehensive standardized concept (not ÒjustÓ a digital platform) for implementation including maintenance, management, procedures, work processes, ready made templates, check lists, courses, self-service solutions, etc.

We have been contacted by several municipalities across Norway regarding our solution and concept which seems to meet a very real demand. Several municipalities are or are in the process of using the Active Municipality solution; Bergen, Stavanger, Rennes¿y, Finn¿y, Fjell, Sund, ¯ygarden, lesund, ¯rskog, Skodje, Haram, Sand¿y, LindŒs, Rad¿y, Meland, Sandnes, Klepp, Strand og Sola.

Internationally the solution has been promoted and tested with several cities and municipalities. Through different collaborations and via the eCultura strategy, cities such as Kaunas (Lithuania), Krosno (Poland), Torshafn (Faroes/Denmark), Creil (France) have been introduced to the solution and have all communicated their interest after the fact.
