Promoting public administration reform in the Eastern Partnership (EaP) Countries

The European Institute of Public Administration (EIPA) has been awarded the Eastern Partnership (EaP) GIZ tender in the framework of Regional Project “Public Administration Reform in the Eastern Partnership Countries III” implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in commission of the German Federal Ministry for Economic Cooperation and Development.

EIPA will provide in-depth CAF trainings to selected institutions within Eastern Partnership Countries reinforcing our role as a crucial partner in advancing public sector quality management. This achievement underscores our expertise in supporting institutional capacity building and promoting the implementation of the Common Assessment Framework (CAF) across the region.

Relevance for EaP Countries

This project is highly relevant for the public administration sector in EaP countries, highlighting the growing need for structured quality management approaches to enhance governance and service delivery. It underscores the increasing recognition of systematic improvement frameworks as essential tools for building more efficient, transparent, and citizen-focused institutions across various regions. By leveraging CAF, we will contribute to improving service delivery, strengthening accountability, and fostering sustainable governance reforms in line with European public administration best practices.

Through previous collaborations with GIZ and SIGMA, we have laid the groundwork for meaningful change, supporting national initiatives such as:

  • Supporting Ukraine in the development of a strategic vision for CAF implementation
  • The appointment of a CAF correspondent in Georgia
  • Moldova’s observer participation in the CAF Correspondents’ Meeting in Budapest
  • Building foundational CAF knowledge in Armenia
