About EIPA

The European Institute of Public Administration (EIPA) was created in 1981 on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of deep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht-based headquarters, EIPA has a centre in Luxembourg: the European Centre for Judges and Lawyers (ECJL).

The position

The successful candidate should be able to contribute at a general level to our activities on legislative procedures, Commission procedures for adoption of non-legislative acts, procedures in the area of economic governance, and other aspects of EU governance and policy processes, as well as having a high level of specialised competence in at least one of these areas.

The duties mainly consist of:

  • delivering training for multinational groups of civil servants, in the EU institutions and other EU bodies, as well as in open courses held in Maastricht and contract activities in European countries;
  • developing new materials, including case studies and simulation exercises;
  • conducting research on relevant topics;
  • managing seminars and other projects.

The new team member will be specifically expected to help develop new programmes and acquire new contracts, including commissioned research concerning EU policy processes and the practical challenges of EU policy-making.

Main tasks and responsibilities

Training:

  • lecturing and facilitating interactive sessions in online and face-to-face training activities;
  • planning, management and delivery of training activities and projects;
  • development, marketing and acquisition of new training programmes and projects;
  • development and delivery of new training materials.

Consultancy:

  • acquisition, development, management and delivery of consultancy activities and projects.

Research:

  • acquisition and delivery of research projects, publications and comparative studies related to EIPA’s mission.

Job requirements

The successful candidate will meet all or most of the following requirements:

  • a Master degree plus at least 4 years (Lecturer) or 8 years (Senior Lecturer) of relevant professional experience in EU decision-making processes, either in the EU institutions or Member State administrations, or in an academic environment;
  • an excellent command of English (spoken and written) and at least a working knowledge of French;
  • extensive knowledge of the EU institutions and their decision-making procedures;
  • excellent communication skills;
  • previous experience in lecturing and/or training;
  • proven analytical and writing skills;
  • the ability and willingness to travel;
  • preferably the nationality of one of the EU Member States, of the candidate countries to the EU, or one of the EEA countries.

What EIPA offers

An attractive salary, a holiday allowance of 8%, and a generous number of vacation days. The offered grade (Lecturer or Senior Lecturer) and starting salary will be in line with the requirements of the function and will also depend on the successful candidate’s qualifications, years of relevant experience and level of expertise. In accordance with Dutch tax law (conditions on current residence and distance), a special 30% gross salary tax allowance may apply.

The successful candidate will be initially offered a one-year contract, renewable, with the possibility of becoming a permanent contract.
