EPSA 2023-24 General Report

The 9th edition of the European Public Sector Award 2023-24 takes place within the context of the recovery from the COVID-19 pandemic, through which public administrations across Europe continue to address current and future challenges for public sector reform and service delivery. Similar to the previous edition, administrations were invited to submit projects under three Award Categories. In the multi-level institutional framework of the EU, the achievement of fair and sustainable economic growth depends on the continuous improvement and reform of the public sector at all levels of government.

EPSA provides a tangible contribution to public sector reform in the EU by supporting administrations in their post-Covid recovery, in developing institutional resilience and agility to respond to future challenges, and in the design and implementation of reform policies.

The on-going reform agenda requires extensive and enhanced capacities in public administration, not only in terms of financial resources, but also a strong workforce, equipped with the necessary competences, skills and attitudes to manage and lead addressing the challenges and opportunities stemming from the “twin transition”.

In 2023, this reform agenda coincides with the “European Year of Skills”, and since administrative cooperation in large parts rests on sharing of best practices and mutual learning, it is no coincidence that EPSA 2023-24 was launched under the overarching theme ‘Boosting Innovation Through Learning’.

Hence, with the support of its official partners, the current EPSA edition, which was officially launched on 10 May 2023, continues to pursue its core aim to identify and award excellence in public sector innovation, and to facilitate mutual learning through knowledge dissemination and sharing of best practices. As such, EPSA continues to provide a unique opportunity for all public sector bodies in Europe to submit their innovative projects, showcase practical solutions to both present and future challenges and celebrate outstanding achievements in public administration.
