As Albania advances on its path toward European Union (EU) membership, strengthening the capacity and professionalism of its public administration is crucial for successful accession negotiations and long-term integration. To support this process, EIPA experts Juan Diego Ramírez-Cárdenas Díaz and Peter Goldschmidt delivered the workshop “Training of Trainers” for the Albanian School of Public Administration (ASPA) in Tirana on 23 – 24 September 2025.
The activity was organised under the Luxembourg Technical Assistance Programme for Albania, “Supporting administrative and judicial efficiency and professionalism”, with the support of the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade. It contributes to Albania’s ongoing efforts to implement its new national strategic framework for public administration, as recommended in the European Commission’s 2024 Progress Report. The strategy recognises training as a cornerstone of professionalism in the civil service and highlights participation in training as a key element of career development.
Building on the first EIPA–ASPA workshop held in March 2025, this follow-up session focused on further strengthening the training and adult learning skills of ASPA’s trainers. The workshop reinforced ASPA’s role in advancing professionalism and effectiveness within the Albanian public administration through high-quality, modern training practices. It also enhanced the competencies of ASPA staff by aligning their capabilities with the latest and most effective training methodologies and tools.
The event concluded with a joint evaluation and the identification of future training needs, reinforcing ASPA’s role as a centre of excellence for Albania’s public administration.
This initiative reflects the enduring commitment of the Luxembourg Government and EIPA to fostering professional, effective, and forward-looking public administrations across the Balkans, enabling institutions to deliver better governance and services to citizens.

Both the training and the mission form part of EIPA’s activities under the 2025 Technical Assistance Convention, facilitated by the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade. With the support of the Luxembourg Government, these initiatives build on long-standing efforts to build Montenegro’s legal and institutional capacity on its path toward EU membership.
