Supporting CAF Implementation in Albania’s Public Sector

In June, EIPA organised a training on the Common Assessment Framework (CAF) for the Albanian School of Public Administration (ASPA) in Tirana, Albania.

The training, delivered by Tihana Puzić, Head of the European CAF Resource Centre, and Giovanna Belisário, Research Officer at EIPA, was organised within the framework of the Luxembourg Technical Assistance Programme for Albania – Supporting Administrative and Judicial Efficiency and Professionalism, with the support of the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade.

Throughout two days, participants explored the CAF 2020 model, the self-assessment process, CAF implementation phases and the development of CAF Action Plans. Participants gained hands-on experience with the CAF methodology and its role in supporting continuous improvement and organisational excellence.

A key contribution came from Elda Baguca, CAF National Correspondent for Albania, who presented the current state of quality management in Albania, the country’s ambitions for CAF implementation and the importance of cooperation with partners such as EIPA and the Regional School of Public Administration (ReSPA) in advancing quality management across the public sector:

This training highlighted the importance of a structured and participatory approach to self-assessment through CAF. ASPA aim to incorporate this training to continuous training programmes to further expand knowledge and promote the internal use of CAF as a methodology for improving the performance of public institutions in Albania

Nick Thijs from OECD/SIGMA addressed the participants, emphasising CAF and total quality management as proven European approaches for enhancing public administration reforms on organisational level, in line with the overall country PAR strategy. Creating the convergence with CAF is directly contributing to the increase of public sector accountability, transparency, efficiency and results orientation.

The programme focused on helping participants understand how to organise and manage a CAF self-assessment, identify critical success factors and risks, translate findings into improvement plans and monitor progress over time. Interactive exercises enabled participants to apply the concepts directly and exchange experiences with peers.
