The European Institute of Public Administration (EIPA) has officially commenced its activities under the 2024 Assistance Convention, facilitated by the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade (LUX MFEA). The launch included a series of seminars and curriculum presentations aimed at enhancing judicial and administrative capacities in six Western Balkan countries, Turkey, Moldova, and Ukraine.
Protection of Fundamental Rights in Europe
On 25 and 26 June, EIPA hosted a joint seminar for the Kosovo Academy of Justice and the Academy for Judges and Public Prosecutors of North Macedonia. The event, titled “Protection of Fundamental Rights in Europe,” marked the inaugural activity under the 2024 Assistance Convention. The seminar underscored the importance of judicial cooperation in the Balkan region, bringing together judges and public prosecutors from Kosovo and North Macedonia.
Participants highlighted the effectiveness of the training in fostering collaboration and knowledge exchange on human rights protection.
Train-the-Trainers
EIPA also conducted a joint seminar for officials from the Kosovo Institute for Public Administration (KIPA) and Montenegro’s Human Resources Management Authority (HRMA). Held at KIPA’s premises in Prishtina, Kosovo, the seminar focused on training methodologies, including training needs analysis, programme design, and implementation. The initiative aimed to reinforce the capacities of KIPA and HRMA in providing professional training to civil servants, a critical component for achieving good governance and meeting EU accession standards.
Enhancing Competences of Kosovo’s Academy of Justice
On 3 July, EIPA presented a model curriculum on EU law to the Kosovo Academy of Justice. The curriculum is tailored to meet the educational needs of both incoming and current judges, addressing a key demand of the European Commission for enhancing the professional competence of Kosovo’s magistrates.
EIPA encouraged the Academy to integrate this curriculum into its training programmes, recognising the essential role of EU law education in strengthening the national judiciary.
Further Assistance to be Developed for Kosovo
The week concluded with a strategic meeting between EIPA representatives and Mr. Eric Dietz, Luxembourg’s Head of Mission to Kosovo. The meeting provided an excellent opportunity to review the planned assistance actions for Kosovo under the 2024 Convention and begin outlining initiatives for 2025.
