EIPA Hosts KIPA Delegation in Luxembourg to Strengthen Digital Learning and Public Sector Training Capacities

The European Institute of Public Administration (EIPA) had the pleasure of welcoming a delegation from the Kosovo Institute of Public Administration (KIPA) to Luxembourg for a five-day study visit aimed at strengthening digital learning and cybersecurity training capacities within Kosovo’s public administration.

The study visit represents another important step in strengthening administrative cooperation between Luxembourg and Kosovo and demonstrates the value of international partnerships in supporting public sector innovation and capacity building.

KIPA, the government institution responsible for the training and professional development of civil servants at both central and local levels in Kosovo, is currently enhancing its training systems to respond to evolving administrative needs and technological developments. The study visit provided an opportunity for participants to exchange experiences, learn from international best practices, and explore innovative approaches to public sector training.

The delegation engaged in working sessions with EIPA experts, focusing on digital learning methodologies, e-learning developments, and cybersecurity related training. Particular attention was given to the role of technology in modernising public sector learning and creating more accessible, flexible and effective training opportunities.

A key highlight of the programme was a visit to the Luxembourg Ministry of Public Service and the National Institute of Public Administration (INAP), where discussions focused on the professionalisation of the civil service, human resource development, competency-based training, and the adaptation of learning systems to future challenges. Participants explored how training institutions can better support newly recruited civil servants and respond to changing skills requirements across public administrations.

In addition, KIPA representatives met with other key Luxembourg institutions, including the Luxembourg House of Cybersecurity and the Digital Learning Hub. These exchanges provided insights into innovative approaches to digital skills development, online learning environments, and the use of technology to support lifelong learning and continuous professional development.

Throughout the week, participants discussed current challenges facing training providers and public administrations, including the rapid evolution of public service roles, changing learner expectations, and the opportunities presented by emerging technologies. The programme also offered a platform for sharing lessons learned and identifying areas for future cooperation.

About the Project

The visit was organised as part of a capacity-building programme funded by LuxDev, Luxembourg’s development cooperation agency, and implemented by EIPA under the project “Sustainable and Inclusive Growth in Kosovo”. The initiative is funded through the Memorandum of Understanding signed between Luxembourg and Kosovo in 2022 and reflects the continued commitment of both countries to supporting public sector reform and administrative capacity development.
