Ministry of Housing and Spatial Planning of the Kingdom of the Netherlands
Dr Martijn Eskinasi is currently serving as the Chief Science Officer of the Directorate-General of the Dutch Ministry of Housing and Spatial Planning in the Hague. He joined the Ministry in 2018 and has worked on a wide range of housing research topics, varying from interdepartmental reports on housing, construction, and the allowance system through the triannual Housing Needs Survey and the annual State of Housing to much of the research, monitoring and impact analysis for the preparation of key pieces of legislation. Furthermore, he is actively liaising with many academic and professional research institutes in order to foster the interaction between academic research, professional expertise and policy making. Finally, he plays an active role in the international exchange of policy know-how between European countries, and he is the initiator and co-chair to EIPA’s European Housing Policy Network.
Prior to joining the Ministry, Dr Eskinasi worked as a researcher at the PBL Netherlands Environmental Assessment Agency, where he focused on the impact of an ageing population on housing, on policy recommendations for reforming the rental sector, and, most notably, on system dynamics modeling of housing policy issues like mortgage dynamics and the impact of allocation rules on residential mobility, for which he attained a doctorate at the Nijmegen School of Management (Towards Housing System Dynamics | PBL Netherlands Environmental Assessment Agency).
