Marc Mc Guinness
European Court of Auditors (ECA)
Marc Mc Guinness is a senior auditor at the European Court of Auditors, working in Chamber 3, Directorate for External Action, Security and Justice. His work focuses on auditing EU policies and programmes, with particular experience in governance, budgetary processes, programme implementation and the use of public funds.
He is currently Head of Task for the Statement of Assurance audits in the areas of Defence and Internal Security, as well as Migration and Border Management. In this role, he oversees audit planning and execution and supports the preparation of conclusions that inform the Court’s annual assurance work.
Marc began his audit career in 2003 at the Office of the Comptroller and Auditor General in Ireland, where he conducted financial and compliance audits of government departments and State-owned companies. Since joining the European Court of Auditors in 2011, he has worked on financial and compliance audits of European regulatory agencies and contributed to performance audits in areas including development aid (SR 14/2020) and border management (SR 08/2021).
Based in Luxembourg, Marc brings more than 20 years of experience in public-sector audit, accountability and the assessment of how public resources are managed. He is particularly interested in how audit can promote accountability, enhance transparency, improve the effectiveness of public spending and strengthen public trust in public institutions.
