Laurent Olivier
European Court of Auditors (ECA)
Laurent Olivier is a Senior Auditor at the European Court of Auditors (ECA, Luxembourg).
Laurent began his professional career in 2001 as an Army officer in the Combat Service Support branch, holding operational responsibilities in finance, administration and logistics, both in France and on overseas deployments. He also audited military bodies in these same areas. He joined the French Court of Auditors in 2015, where he exercised jurisdictional duties and carried out compliance and financial audits, thereby contributing to strengthen accountability and the effective and efficient management of public funds.
Since September 2021, Laurent has been serving as a Seconded National Expert (SNE), Senior Auditor in Chamber III of the European Court of Auditors in Luxembourg, where he audits the performance and sound financial management of EU-funded defence and security programmes. In this capacity, he has contributed to several performance audit reports, including Special Report 10/2023 on the Preparatory Action on Defence Research (PADR), Special Report 04/2025 on EU military mobility, and to other ECA reports, such as Opinion 01/2026 on the proposed European Competitiveness Fund (ECF), and the recent Review on EU defence. He is also responsible for the Court’s Knowledge Node on defence and nuclear safety and contributes to the preparation of Chamber III’s work programmes.
He graduated with honours from the Institute of Political Sciences of Toulouse and holds master’s degrees in Auditing and in Management. He is a lecturer in Public Finance at the National Institute of Public Service (INSP) in Strasbourg.
