Elke Loeffler
Dr. Elke Loeffler is Director of the non-profit organisation Governance International and Director of Research and Strategic Partnerships at the Open University. Her research on collaborative governance issues such as user and community co-production of public services and outcomes has been widely published internationally. Elke is also the co-editor (with Tony Bovaird) of the best-selling textbook Public Management and Governance (Routledge, fourth edition). She has served as a Scientific Rapporteur at several European Quality Conferences (with Geert Bouckaert and Christopher Pollitt) and has carried out consultancies and executive education for many public agencies in Europe as well as EIPA and the OECD (SIGMA). She received her Ph.D. at the University of Speyer in Germany.
