Professional experience

András Hlács is a policy advisor at the OECD’s Infrastructure and Public Procurement Division (IPP), boasting 20 years of expertise in public policy, strategic planning, international relations, and project management. His proficiency spans public procurement, artificial intelligence, digital transformation, RDI, policy-making, and public-private partnerships. At the OECD, among other publications, he co-drafted the report on AI language models. He co-authored the reports on the Public procurement for public sector innovation, the Digital transformation of public procurement, and the Innovation Procurement in Croatia.

Before his current role, Mr. Hlács served as an advisor at the Global Partnership on Artificial Intelligence (GPAI) and as a policy analyst at OECD.AI. András coordinates the OECD Expert Group on AI and Public Procurement since January 2025. He also co-chaired the OECD working group on national AI policies between 2020 and 2022, and in 2019, he represented Hungary in the draft group of the OECD AI Recommendation.

Before his work at OECD, he was as a counsellor at Hungary’s Permanent Delegation to the OECD and UNESCO. Prior to that, he worked as a senior strategic consultant at the National Research Development and Innovation Office (NKFIH), focusing on public procurement of innovation and smart specialisation.
