Context
Prozorro.Sale is a governance-innovation e-auction system that modernises how the state designs, regulates, and delivers market-facing public services. In Ukraine, selling and leasing public assets and rights long relied on fragmented local approaches with uneven information and limited competition. This created systemic risks: discretionary decisions, weak audit trails, inconsistent rules, and low public trust. These challenges became even more acute as Ukraine advanced its EU integration agenda, which demands higher governance and transparency standards while keeping markets predictable and fair.
Prozorro.Sale was built as national digital public infrastructure that embeds policy and governance controls into service delivery. It transforms a high-risk function into a standardised, rules-based, transparent national framework. The two-tier ecosystem pairs a state-administered core enforcing unified rules and compliance with 40-plus independent private e-marketplaces that compete on service and outreach on equal terms under the same standards, enabling fair competition and reducing single points of failure. The model widens access for small and medium-sized enterprises and investors, strengthens accountability, and supports evidence-based management through indicators on auction volumes, bids, success, and generated value.
Complete transparency is engineered into the architecture and reinforced through open data and public business intelligence (BI) analytics, enabling continuous oversight and stronger value realisation at scale.
Objectives
Prozorro.Sale’s objectives are to modernise public asset and rights management by addressing four persistent problems: limited competition, unequal access to information, integrity risks from discretionary decision-making, and inconsistent practices across public bodies – challenges that have be overcome as Ukraine advances its EU integration agenda.
First, the projects aim to overcome issues of limited competition and unequal access to information; the system addresses these issues simultaneously. A central database operating on a complete transparency principle provides universal access to information. This data is fed to over 40 interconnected private marketplaces that compete to attract buyers and sellers, dramatically increasing participation and ensuring competition for every asset.
Second, it aims to maximise value realisation through market-based price discovery. Competitive online auctions replace closed or localised processes, increasing bidder participation, and improving outcomes versus starting prices.
Third, the project strengthens integrity and public trust by embedding complete transparency into the architecture: auction procedures, results, and concluded agreements are published by default, reinforced by open data, public BI analytics, and application programming interfaces (APIs) exposing procedure-level lifecycle data for monitoring and oversight.
Fourth, it institutionalises resilience and continuity through standardised processes, controlled change management, and cloud hosting outside Ukraine, keeping auctions predictable and accessible even during disruptions.
Implementation
The project’s design is fundamentally engineered to build trust through complete transparency. Its core architecture ensures complete public visibility, automatically publishing all auction information, results, and agreements for open access. This enables robust public oversight and reduces discretionary influence.
Service delivery of the system is decentralised through 40-plus independent private e-marketplaces connected to the core system. They compete on customer support, bidder outreach, and user experience on equal terms under the same standards, while the core safeguards uniformity and trust in outcomes. The system enables eligible public entities nationwide to sell and lease assets through one transparent framework, widening bidder access, and supporting increased revenues for national and local budgets through competitive price discovery.
Governance supports continuous operation and controlled change; updates are introduced without destabilising service delivery. Performance is tracked via indicators (auction volumes, bid intensity, successful outcomes, value generated), supported by open data, public BI analytics, and APIs exposing procedure-level lifecycle data for management and external scrutiny. Stakeholder engagement is long term, involving ministries, state funds, central executive authorities, and government agencies, alongside e-marketplace operators and participants.
