The revenue administration is perceived by citizens as an authority which is not accessible, does not take into account the needs of taxpayers, uses an incomprehensible language and uses its advantage in relations between Òthe authority and the taxpayerÓ. Such a state of affairs results from the lack of knowledge concerning the objectives pursued by the revenue administration.

Education and information activities have been designed taking into account the segmentation of recipients with regard to age (from children to seniors), social groups (e.g. people with disabilities, farmers, small and medium-sized enterprises).

Being aware that the best place for education of children and teenagers is the school, the Revenue Administration Regional Office in Warsaw, by means of internal regulations, established the team of educators whose additional tasks include the creation and implementation of educational programmes for children and teenagers. The subject matter of provided lessons/meetings is adapted to each age group.

So far, no education and information activities have been carried out, promoting the essence of the revenue administration activity, legislative and institutional solutions, e.g. simplification of procedures and facilitation in the performance of tax obligations. It is important for adults to be aware why the new revenue administration has been established and how it differs from the previous one. 

The education of the young generation will certainly pay off in the future, therefore we want, should and must take care of it now. The knowledge delivered under the Project will shape the awareness of children and teenagers in many important areas of life, including those related to taxes, their essence and the need to pay taxes. The acquired knowledge will allow the youngest and middle-aged recipients to take reasonable decisions in the future, related, among others, to their professional careers.

By educating children and teenagers about the benefits of checking the legality of purchases through the analysis of the receipt received, it is more likely that a child will ask the parent who made the purchase to collect the receipt.

The same effect is achieved by learning about endangered species of animals and plants from which souvenirs are made in exotic countries. While buying such a souvenir and intending to import it to the European Union countries, a child will be able to pay attention to it already at the time of purchase.

On the other hand, in relation to adults, other actions are taken that require the transfer of knowledge, which has also not been delivered so far. On the territory of the Mazowieckie Voivodeship, 9 meetings with entrepreneurs took place as a part of the conference series ÒRight to Entrepreneurship – small businesses, great changesÓ organised by the Ministry of Entrepreneurship and Technology and the Polish Agency for Enterprise Development. The idea behind the meetings, attended by nearly 500 people, was to familiarize entrepreneurs with introduced and planned legislative and organisational solutions aimed at facilitating the pursuit of business, including support the support to small and medium-sized enterprises. Representatives of the Regional Office presented a detailed plan of changes in the tax system in accordance with the philosophy of the National Revenue Administration – 3xP – Simplicity, Transparency, Friendliness.

According to the applicant, the Project meets real needs, which is reflected in a noticeable increase of social awareness in the scope of tax discipline in the territory of the Mazowieckie Voivodeship. This is evidenced in particular by: increasing the awareness of citizens in performing their tax obligations, increasing the scope of using electronic means by citizens in tax settlements, decreasing the number of cases of attempted illegal import and export of historical monuments and decreasing attempted smuggling of endangered species of plants and animals. The activities may also have an impact on the level of budget revenues in the territory of the Mazowieckie Voivodeship.

The project develops and is included in the scope of tasks performed by the Customer Service and External Communication Department (IWK) - a unit of the Revenue Administration Regional Office in Warsaw. Financing of the Project is not at risk due to the fact that most of the activities are carried out within the framework of resources (material, personal) available in the Revenue Administration Regional Office in Warsaw. However, increasing the financial capacity of the Revenue Administration Regional Office in Warsaw would enable financing of educational materials for children in the future, including the publication of an educational game about taxes. 


The Òrevenue e-ducationÓ project implemented by the Revenue Administration Regional Office in Warsaw may be implemented in other tax administrations of Member States and after the appropriate modification it is a good practice for entities at various governmental levels which strive to build relations with stakeholders based on trust, removing barriers in contacts with customers, simplifying procedures and warming the image of the institution.
