Context
The Nordic-Baltic region’s high digital maturity has not yet fully resolved cross-border friction in digital life-event services. The ‘once only principle’ is not yet possible to execute in full; citizens still have to declare information and navigate multi-jurisdictional procedures, especially after a death abroad. DigiGovLab addresses this by putting the human at the centre and building seamless, trustworthy digital services that work across borders.
Objectives
Objectives are:
- enhancing the Nordic way of living, moving, and doing business across different Member States;
- building momentum for Nordic digitalisation agencies to join forces and share expertise;
- strengthening the European Union and the Digital Decade;
- creating pioneering digital cross-border services and delivering three Proof of Concepts and one work package that collectively demonstrate human-centred design at scale.
AI-based guidance and automation that gives personalised, plain language next steps:
- automated data exchange for Nordic countries;
- Nordic AI Trust Model for safe, transparent AI in public services;
- a work package that ensures human-centric, cross-border digital services.
Implementation
Multidisciplinary teams from three Nordic agencies – DVV/Finland, Digg/Sweden, and DigDir/Norway – are working on co-design with users, aligning legal and technical bases, and prototyping open, reusable components, compatible with EU interoperability ambitions.
The laboratory is transitioning from pilots into a permanent Nordic collaboration platform to sustain and expand these solutions beyond 2026.
