Hungary launched a comprehensive structure reform in 2011 and thereafter started a governmental IT reform at the same time. This structural reform included the implementation of a new client-focused public administration system thus the Hungarian government established the Government Office System. This system consists nineteen county government offices and one in the capital city. Around 30.000 public servants work for this system in Hungary. This system replaced a highly fragmented territorial (public) administration and it has been established as a unified organization with the same structure and procedural framework in the entire country. Jurisdiction of this system is far-reaching.

Notwithstanding the standardization process (unification) it can be assessed to the backoffice IT sector was significantly different. Every government office and every department (unit) of the government office administered in their own different document management system regardless of field of specialty (e.g. social security, social services, consumer protection, immigration and nationality, etc). As a matter of the fact that we had worked in an integrated, unified structure we had to deal with a wide IT system diversity. This state prevented a fast, effective and an interoperable procedure furthermore it did not redound the digital competitiveness and those systems were not capable communicating with each other.

Summarizing the main background constraints and of course the following objectives the project addresses the most important needs. Take for instance:

  • Replacing the obsolete and different electronical systems;
  • Establish a new, integrated document management system;
  • Extension this system for the whole country;
  • Create a solely digital e-service where every procedure can be arranged electronically called “workflow” that covers the most important type of administrative matters;
  • Create a user friendly interface.

National Infocommunications Service Company Ltd. is responsible for the maintenance of the main infrastructure therefore the budget of this agency covers this expense. Additional costs are divided up among the government offices. Government Office of the Capital City Budapest has recently spend 27 million Hungarian Forint for this project (83.450 EUR) but the maintenance expenses shall not be significant in the future.

The project will have been supplemented with the pre-filled form service in the near future. Other than that the Central integrated electronic document management system will have been connected to other state registers in order to subserve broad interoperability.

The Hungarian government has absolute ownership of the Central integrated electronic document management system license regardless numbers of users and time limit thereby it is easy to expand into other government agencies, bureaus, state-owned companies and educational institutes. This license is a valuable right.

Eight ministries and several government agency, educational institutes operate the Central integrated electronic document management system besides the twenty government offices.

The overall numbers of the document management interface users are 170.000 people in Hungary. Furthermore, councils, notaries (town clerks) and notary publics could use this license in their local jurisdictions.
