Context
Regional authorities play a critical role in delivering public services that directly affect citizens and businesses, yet they often operate within complex administrative environments characterised by fragmented procedures, limited transparency, and constrained resources. In Greece, regions are responsible for a wide range of administrative competences that involve multiple departments, hierarchical approval levels, and frequent interaction with central government bodies. Despite significant progress in digitalisation, many administrative processes remain difficult to monitor, optimise, and clearly communicate to users.
Within this context, the Region of Western Macedonia identified a structural governance challenge: the absence of an integrated, user-centric, and data-driven approach to managing administrative processes at subnational level. Existing digital tools focused mainly on document handling or isolated tasks, without offering a holistic view of how procedures function in practice or how they could be improved over time.
Ariadne AI was developed to address this gap and directly supports the objectives of Category III by improving how public services are designed, delivered, and experienced at regional level. By combining process automation, transparency tools, and AI-enabled analysis, the project responds to citizens’ need for clarity and predictability, while strengthening internal administrative capacity. The initiative reflects a shift from fragmented digitalisation towards intelligent, user-oriented governance.
Objectives
The primary objective of Ariadne AI is to enhance the efficiency, transparency, and user-centricity of administrative services delivered by the Region of Western Macedonia. The project aims to address the concrete problem of complex, opaque, and weakly monitored administrative procedures that generate delays, uncertainty, and administrative burden for both citizens and public servants.
At an operational level, Ariadne AI seeks to support public servants in designing and managing administrative workflows in a structured and standardised way, enabling clearer allocation of responsibilities, improved task coordination, and real-time monitoring of progress. Through this approach, the platform aims to reduce delays, identify bottlenecks, and improve overall administrative performance.
At the same time, a key objective is to improve the user experience for citizens and businesses. By providing a public-facing Citizens’ Guide, Ariadne AI offers clear, step-by-step information on procedures, required documents, and expected processing times, reducing information asymmetry and strengthening trust in public administration.
A distinctive objective of the project is the introduction of a digital twin of administrative processes, enabling continuous performance analysis and AI-assisted recommendations for simplification and optimisation. Overall, Ariadne AI aims to deliver more predictable, accessible, and efficient public services at subnational level.
Implementation
Ariadne AI was developed as a pilot digital governance application for the Region of Western Macedonia, following a modular and scalable design approach. The project was implemented through close collaboration between administrative experts including an internal working group, ensuring that the platform responds to real operational needs of regional public servants.
The application integrates several core components: a workflow builder for modelling administrative processes, a task management system for internal coordination, a Citizens’ Guide for external transparency, and an AI-powered digital twin for monitoring and optimisation. Governance and management responsibilities are embedded within the regional administrative structure, allowing authorised staff to design processes, assign tasks, and oversee performance.
The pilot implementation focused on usability, gradual adoption, and risk mitigation. By allowing processes to be documented and analysed without disrupting existing legal or organisational frameworks, Ariadne AI supports change management and organisational learning. AI functionalities are designed as decision-support tools, ensuring that accountability and final decision-making remain with public servants.
The platform is developed using open technologies and standards, supporting interoperability and future integration with national systems. Its design allows for scalability to other regions, municipalities, or central government bodies, ensuring long-term sustainability and broader public-sector impact.
