Context
The Seville Provincial Council, during its 2019–2023 mandate, identified the need for improved human resource management practices. The Public Employee Area, specifically the Personnel Service, recognised that traditional methods lacked transparency and data-driven decision-making. To address this challenge, the council, with the support of the Provincial Computer Science Society (INPRO), embarked on a project to develop Analiz@, a human resource management dashboard.
Objectives
The primary objective of Analiz@ was to introduce new technological tools to enhance decision-making and strategic planning within human resource management. The project aimed to achieve this through three key functionalities.
- Strategic planning: Analiz@ provides visual tools such as tables and graphs to track established performance indicators. This allows for better monitoring of the council’s strategic goals for human resources.
- Knowledge management: through reports and multi-dimensional analysis, Analiz@ offers comprehensive insights into the human resource landscape. This includes staff levels, vacancies and shift schedules, empowering individual services to manage their personnel needs effectively.
- Process optimisation: Analiz@ facilitates the identification of bottlenecks and inefficiencies within existing processes. This enables the council to target areas for improvement and streamline operations.
Implementation
The project leveraged open-source software, specifically Pentaho, to develop Analiz@. A crucial aspect of the implementation involved defining relevant performance indicators. Choosing the right metrics ensured that Analiz@ would provide valuable insights for informed decision-making.
One of the challenges encountered was the need to reconcile the centralised needs of the Personnel Service with the decentralised requirements of individual services. Analiz@ addressed this by offering functionalities that cater for both centralised monitoring and service-specific knowledge management. Overall, Analiz@ has proved to be a success story. The dashboard has fostered better decision-making based on data, improved communication and understanding among employees, and strengthened relationships with worker representatives. This project highlights the transformative potential of technology in creating new ways of working and achieving strategic goals.
