Practical Guide to Implementing EU Law
What will you learn
You will be given guidance on practical questions and challenges to implementing EU legal acts at the national level. For example, what approach should Member States take to transposing an EU legal act? How do you identify particular measures, which need to be adopted by the national legislator? Must the national legislator adopt any national measures when implementing a regulation? What should you do if an existing national legal act overlaps with or contradicts the EU legal act? Learn how to draft national legal instruments to comply with the requirements set out in EU legal acts, and how to notify national implementation measures to the European Commission.
We also give you opportunity to discuss with peers how to balance EU implementation obligations with national implementation strategies and priorities. You will see how correlation and concordance tables can be used as tools to ensure full implementation of EU legal acts. Also, you will learn how to use national coordination as a tool to ensure appropriate administrative capacities to apply and enforce implemented EU legal acts.
Course methodology/highlights
The course is a combination of short presentations, problem-solving group work, discussions and exchanges of good practices with experts and colleagues from other countries.
You can also apply for access to a short e-learning module prior to this course, which acts as a refresher on the nature and characteristics of the EU legal framework and instruments.
Prior to the event, you will be given access to the course materials on our digital learning platform. This includes a short questionnaire, which will help us identify any specific questions you may have so we can consider as many of them as possible during the course.
After the event, additional material and references to relevant literature, documents and websites will be available on our learning platform.
Civil servants, experts and public managers from EU, EEA and EU candidate countries involved in the transposition of EU legal acts at both central and sub-national government level.
Location
This course will take place as a hybrid event, which gives participants the possibility to participate either face-to-face or online via a live stream. In the registration form section Additional information | Order notes please add whether you will participate in-person or online.

EIPA member fee
EIPA offers a discount to all civil servants working for one of EIPA’s supporting countries, and civil servants working for an EU institution, body or agency.
Who are the supporting countries?
Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain, Sweden.
For all other participants, the regular fee applies
Early bird discount
The early bird discount is not cumulative with other discounts or promo codes, except for the EIPA member fee.
Confirmation
Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.
Payment
Prior payment is a condition for participation.
Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants. EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
