Convention with the Luxembourg MFEA

The Luxembourg Ministry of Foreign and European Affairs (MFEA)

EIPA Luxembourg has been a key partner for the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade (MFEA), providing various institution and competence-building assistance to countries that have applied for EU Membership and/or have association agreements with the EU. Under the 2024 Convention entered between the MFEA and EIPA Luxembourg, the latter provided such assistance to the six Western Balkan countries, the Republic of Türkiye, Moldova and Ukraine. EIPA has a long-standing cooperation with the Luxembourg Ministry of Foreign and European Affairs since 1999.

In 2024, EIPA delivered a total of 22 assistance actions (including training activities, seminars and workshops), of which 11 were conducted on-site or in person, hosted by the respective beneficiary institutions, and 11 were delivered online. These activities covered a range of topics, including Justice and Home Affairs, the judiciary’s role in protecting fundamental rights, environmental protection and the EU Green Deal, the EU Internal Market and its regulatory framework, EU Public Procurement Law, and more.

Additionally, EIPA supported the national institutes of public administration in several countries in their mission to train competent civil servants for EU accession negotiations and their future responsibilities as officials of EU Member States. This included assistance with the development of curricula on EU law, EU affairs and governance for use in their educational programmes.

Around 50% of the assistance actions targeted members of the judiciary, while the other 50% addressed the needs of civil servants in ministries and specialised agencies. All assistance actions were developed and delivered in close cooperation with governmental partners in each of the beneficiary countries and were tailored to meet the needs of each partner country and the agreed target group(s).

When implementing these actions, EIPA paid particular attention to ensuring the transfer of practical and up-to-date knowledge and know-how on a number of EU legal, institutional and policy issues, as well as to strengthening the capacity to transpose, apply and/or enforce the rules or policies covered by the respective activities.

Participant evaluations of the various activities highlighted a strong appreciation for EIPA experts’ ability to maintain high-quality service and to foster a high level of interaction, particularly during the training sessions.
