About EIPA

The European Institute of Public Administration (EIPA) was created in 1981 on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of deep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht-based headquarters, EIPA has a centre in Luxembourg: the European Centre for Judges and Lawyers (ECJL).

The position

As Finance & Control Manager, you will be responsible for financial management, reporting and compliance, while remaining closely involved in day-to-day financial activities. Reporting directly to the EIPA Director General, you will play a key role in helping shape financial strategy, improving processes, leading reporting and analysis, ensuring statutory compliance and financial sustainable of the organisation. In this role, you will work closely with the other departments, such as Project Organisation, Facility and Marketing, as well as the project leaders, to ensure cohesive and integrated operations across the organisation.

Main tasks and responsibilities

  • Lead, mentor, and develop a team of 4 finance professionals
  • Ensure effective strong collaboration across departments
  • Oversee monthly, quarterly, and annual financial reporting.
  • Manage budgeting, forecasting, and financial planning processes
  • Ensure compliance with regulatory, statutory, and donor/grants requirements
  • Prepare annual accounts and liaise with external auditors
  • Provide financial insight and analysis to support strategic decision-making
  • Strengthen internal controls and continuously improve financial processes, controls, and reporting
  • Support grant management, including budgeting and reporting to funders
  • Act as a key business partner to non-finance stakeholders across the organisation
  • Serve as a financial advisor to the Management Team

Your profile

The successful candidate will meet all or most of the following requirements:

  • Master’s degree in Finance, Accounting, Economics, or a related field or equivalent
  • Proven experience in a senior finance (leadership) role, ideally within a non-profit or SME environment
  • In-depth experience with accounting operations, financial analysis, and internal controls
  • Solid analytical and advisory skills, with the ability to interpret complex data and support strategic and operational decision-making
  • Hands-on, proactive, and comfortable working in a small team
  • Excellent communication skills with the ability to engage non-finance colleagues
  • Very good command of both English and Dutch; knowledge of a third language is considered an asset
  • Ability to support strategic decisions with a keen eye for operational detail and continuous improvement
  • High integrity, discretion, and a commitment to the values of transparency and public service
  • Experience with Grants management, or public sector, is a plus
