Expert in State Aid and EU Competition Law
The European Institute of Public Administration (EIPA) was created in 1981 on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of deep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht-based headquarters, EIPA has a centre in Luxembourg: the European Centre for Judges and Lawyers (ECJL).
The position
We have a multinational team with different professional backgrounds. We provide analysis and practical insights into the design, interpretation and application of the policies of the European Union.
We are seeking to recruit an Expert with expertise in competition policy (particularly state aid).
The main working areas will be EU state aid law and EU competition law (antitrust and merger control). Activities will have to include the relationship of these domains with current challenges and developments such as the application and enforcement of State Aid rules in the current context of ReArm Europe. The position requires strong skills in conducting applied research projects and in designing and delivering training on the substantive and procedural rules of state aid control. In addition, candidates must demonstrate a proven track record in implementing research projects and producing applied research reports, particularly in relation to the enforcement practices of the European Commission and the case law of the EU courts.
The position equally requires a track record of training and teaching skills covering the full breadth of EU competition law, including the Digital Markets Acts (DMA) and regulatory aspects of economic sectors such as energy, at university level and for civil servants requiring regular updates on EU antitrust law.
We welcome applications from persons with professional experience from the European Institutions or Member State administrations, and from persons with a more academic or research background.
Main tasks and responsibilities

- Designing, lecturing, and facilitating interactive sessions (online and face-to-face)
- Planning, managing and delivering training activities and projects in state aid and EU competition law
- Developing, marketing and acquiring new training programmes and projects
- Preparing innovative training materials, including digital and blended-learning content
- Acquisition, development, management and delivery of consultancy in the fields of State aid, competition law and internal market regulation
- Providing tailored advice and capacity-building activities for national administrations and EU bodies
- Acquisition and implementation of research projects, comparative studies, publications and analyses related to EIPA’s mission
- Monitoring and analysing policy and legal developments in state aid and EU competition law
Your profile
The successful candidate(s) will meet the following requirements:
- University degree obtained in a Member State of the EU and postgraduate studies in law or in law and economics combined, with a strong grounding in EU matters and particularly in EU competition policy (state aid)
- A PhD in EU competition law or state aid law is a strong advantage, or alternatively a demonstrated record of high-level specialist expertise in these fields (e.g. publications, research, or recognised technical work)
- A significant experience of at least one year in EU institutions working on State Aid, in a national competition authority office or equivalent ministerial position, or in private firm Law Practice
- Approximately 10–15 years of relevant professional experience in one or more of the following areas:
training delivery, legal or economic analysis, research, or practical enforcement/advisory work in state aid, competition law, or related EU regulatory fields, gained in public administration, consultancy, academia, or international organisations - A recent track record of work on consultancy applied research work on State Aid and Antitrust
- Practical experience applying or advising on state aid or competition rules at EU, national, or regional level
- Strong analytical, communication and training skills, with the ability to present complex legal or economic concepts clearly and in a practice-oriented manner and/or provide structured expert advice
- Fluency in English and at least a working understanding of another EU language; knowledge of additional European languages is an asset. Fluency in French is a plus
- Excellent organisational skills and capacity to manage small teams
- Willingness to relocate to Luxembourg is considered a plus
