Specialist on Public Administration


The European Institute of Public Administration (EIPA) was created in 1981 on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of deep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht based headquarters, EIPA has a centre in Luxembourg: the European Centre for Judges and Lawyers (ECJL).

An effective and efficient public administration requires staff ready to adjust to changing circumstances. In order to reinforce our team in charge of New work, Quality management, Negotiations and soft skills for public administrations, we are looking for a Junior Specialist on Public Administration who will be part of existing projects and will contribute to identify new areas of grow and competences that need to be present in a modern public administration

Our international Public Administration team is looking for a Junior Specialist, who wants to work in the beautiful European landmark city of Maastricht.

Main tasks will be:

  • Collaborate with experts internally on different projects/different topics
  • Developing new tools/teaching materials for clients
  • Updating existing materials as per current developments
  • Co-authoring and editing blogs, publications and material for seminars
  • Keep up to date on relevant trends and current affairs linked to the team’s projects and themes
  • Manage/support the management of various projects and deliverables including providing summaries/reports, and other organisational aspects
  • Investigating new lines of potential areas of interest for better management and leadership at public administrations
  • Ability to manage project under guidance of a more senior staff

Who can apply?

You can apply for the position of Junior Specialist if you have:

  • Master’s degree on Public Administration, Public Management,  HR Management or similar, with a strong (proven)  interest in EU affairs. EU Studies are also an asset
  • 3 to 5 years of proven experience as consultant / researcher / trainer, including topics such as HR-Development, Talent Management, leadership, diversity, Strategic Workforce Planning and quality management, focused on the public.
  • Familiarised with the EU decision making process and policies
  • Good analytical and writing  skills (C1/C2 English. Good level of French will be an asset)
  • Strong organisational skills
  • Creative/ think outside of the box
  • Motivated, outgoing, independent worker
  • Very good communication skills
  • Good knowledge of MSFT Office, and other online tools (Zoom, Webex, Mural, Slido..)
  • Comfortable with the technical and pedagogical specificities of digital learning
  • Client oriented
