The European Institute of Public Administration (EIPA) was created in 1981, on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of dep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht based headquarters, EIPA has a centre in Luxembourg: The European Centre for Judges and Lawyers (ECJL).

The position
Director of Operations and Finance (DOF) is one of the key positions of EIPA. You contribute to overall strategy, support, monitor and facilitate business processes and results. The position’s scope of responsibilities encompasses a variety of areas. As the DOF, you are accountable for managing EIPA’s operations and all finance functions of the Institute, including establishing the financial direction and financial management.

Together with the Director-General, you form the General Management of EIPA. You advise the Board of Governors on the financial situation of the Institute and regularly inform the Board of Governors on EIPA’s financial results, annual accounts and corporate budget. You are member of the Management Team; you advise, assist and replace the Director-General during his absence.

Main tasks and responsibilities
Your duties will be twofold:

  • On the one hand you will be responsible for EIPA’s organisation with a focus on digital innovation and continuous improvement. You oversee the Finance, HR, ICT, and Facility functions, as well as quality management (ISO 9001). Next to this you engage into an overall improvement of business processes and productivity, working hand-in-hand with our business directors and the DG. This is a major project we are launching at EIPA and which will require specific expertise to support the organisation in making the transition.
  • On the other hand, you will oversee the financial monitoring, compliance, budget preparations and monitoring. You will support closely the DG, building the business development strategy and driving the annual business planning process. Finally, your job responsibilities will include the management of the public financing in conjunction with the DG, the support to the tendering and internal projects

Job Requirements
The successful candidate(s) will meet all or most of the following requirements:

  • Master’s degree in a relevant field (e.g. Management, Finance, Economics, …)
  • 15+ years of experience within the professional services industry (legal, HR, tax advisory, consulting, academics, healthcare, public services,…) of which at least 8 years in a leading role
  • Operations management background with an affinity for financial management and IT
  • Business leader with the ability to drive change in an organisation, integrate the team as a member, and create the right momentum
  • Experience in leading digital transformation / innovation projects is an asset
  • Good knowledge of driving business operations in Netherlands as HR, taxes, real estate, and generic legal aspects
  • International experience
  • Prior experience or affinity with working in a (semi)political environment is an asset
  • Fluent in Dutch and English, as well orally as in writing

Our offer
The offered grade will be in line with the requirements of the function and will also depend on the background and experience of the selected candidate. The successful candidate will be initially offered a one-year contract, with the possibility of extension and a permanent contract.
