Toine is an experienced interim, – project, – change and program manager. His primary focus area is government and its cooperation partners. Specialised in change management, organisation, business operations, public-private partnership, coaching and leadership development. Working for ICTU since 2012. ICTU’s professional field is the digital government, in projects, using craftsmanship, with passion for the public interest and not for profit. In doing so, ICTU works for all government departments’ government, provinces, municipalities, water boards and autonomous administrative authorities.

The scientific ‘View on’ method was developed in de project phase of the (City Deal) View on Undermining (2017-2021). In the period 2022-2024 the project View on Undermining will be transformed into a sustainable and stable and for many years (2032 and later) secured program.

Toine has a background in Computer- and data science and a Master’s degree in Management and Governance and Public Management from Tias, School for Business and Society – University of Tilburg.
