Emma O’Connell

Emma is a Research Officer at EIPA Maastricht. Starting as an intern in 2023 and then working as a student assistant, she has been a full member of the Public Procurement Team since January 2024.

Emma supports various training programmes aimed at enhancing the professional skills of public procurement officials and the coordination of the Certification for Public Procurement Professionals. She has also co-authored several EIPA blogs focusing on Defence Procurement and the application of AI in Public Procurement.

She holds a Bachelor’s degree in European Law from Maastricht University and is currently pursuing a Master’s degree in Globalisation and Law, with a specialisation in International Trade and Investment Law.
