The court session audio record labelling system is developed within the framework of the individual project Court modernisation in Latvia. The solution provides employees of judicial authorities with a possibility to record data on the court session, participants and statements made by them, automatically generating the court session protocol. Protocols are saved in files of PDF format, which can further on be distributed to employees of judicial authorities, participants of the matter and interested persons, uploaded in the Court informative system and included in the electronic movement of documents.

The general purpose of the project was to increase the accessibility of court as well as to create a uniform case law. The project helps to:

  • Raise work effectiveness of courts;
  • Reduce the time necessary for preparation of court session protocol;
  • Increase the quality of the recorded information;
  • Reduce the possibility of occurrence of slips of the pen;
  • Provide employees of judicial authorities and participants of court proceedings with electronic access to court session protocol, ensuring more convenient and faster introduction with the information recorded in the court session protocol;
  • Ensure availability of court session protocol electronically on both, web as well as mobile devices, increasing access of courts to new technologies.

To improve and supplement audio record labelling system, providing with more convenient and faster creation of court session audio records. Upon continuing to develop the project, it is planned to introduce the following:

1) Develop automatic speech recognition algorithm.
2) Integrate the TIX system into the Court Informative System and to make it as the web system.
3) Streaming of protocol through web which means that the court session protocol will not have to be uploaded before hearing, but it will be possible to hear online, besides it will be possible to download the court session protocol in case of need.
4) Automated transmission of the speech in a written form.

The solution is applicable in the judicial systems of other courts, where it is planned to perform audio recording of court sessions. Planned advantage of the modernisation depends on the existing electronisation stage during the court proceeding. Besides, the audio recording solution (with adjustments) would be used for recording of any sessions, such as public meetings of the state administration or internal meetings of authorities. Localisation (translation) and automation of processes – integration with particular IS, with which the data exchange is planned, would be necessary for implementation of the solution in other countries.
