Philippe-Emmanuel Partsch is the founding partner of the EU Law practice of Arendt & Medernach. He specialises in Competition law, regulatory aspects of mergers and acquisitions, State aid rules, EU public procurement and EU Banking and Financial law.
Philippe-Emmanuel advises a wide range of public and private clients, both nationally and internationally, on EU and Competition law and sectoral regulation. He represents them before regulatory authorities, and the EU and national courts. He has a strong background as a litigator.
Philippe-Emmanuel is part-time Professor of European Banking and Financial Law at the Université de Liège (Belgium) and visiting Professor in the same subject at the University Paris Il-Assas.
He is the author of a book on EU Banking and Financial law and of numerous papers in EU Banking and Financial law, Competition law, Company law and Arbitration. His opinions have often been endorsed by Supreme Courts. In addition, he has on several occasions foreseen not only the sense but even the reasoning of forthcoming judgments of the European Court of Justice.
He published his first non-legal essay, „The Five Labours of Europe, a Europe that will make Us GroW‘ in French in April 2024 and in English in June 2024. Most of his analyses have been confirmed by the Draghi Report.
Philippe-Emmanuel holds a Doctorate in Law from the Université de Liège and from the Université Robert Schuman de Strasbourg, France.
