Public procurement

European Public Procurement, Concessions, and Contract Management

This course covers the latest rules and developments in European public procurement, concessions, and contract management. Ideal for contracting authorities and businesses, it provides essential knowledge of European-level regulations and policies. Participants will also benefit from a platform to exchange experiences and concerns in these areas.

About this course

The course will provide an up-to-date overview of the current rules and developments in European public procurement, based on the public procurement directive (Directive 2014/24/EU) and the directive on the award of concession contracts (Directive 2014/23/EU). Participants will gain a thorough understanding of the legal framework, principles, and practical applications of European public procurement laws.

The course includes a concise review of European public procurement rules and principles, reinforcing the fundamental guidelines that govern procurement activities across the EU. It then delves into Directive 2014/24/EU, covering its scope, procedures, and rules on public contracts from market consultation to contract award, highlighting practical developments. An in-depth analysis of the Remedies Directive ensures participants understand compliance and dispute resolution options. We will address competitive dialogue and the competitive procedure with negotiation, teaching participants how and when to use these methods in complex procurement situations. Directive 2014/23/EU, which governs the award of concession contracts for public works and services, is essential for those involved in PPP and large infrastructure projects. The course also explores contract performance, modification, and termination, especially focusing on contracts financed with European funds. Additionally, practical insights into effective contract management are provided, equipping participants with the necessary skills from inception to completion.

This course is part of the programme for obtaining EIPA’s European Certification for public procurement professionals. See more information here.

Course methodology

The course includes case analysis, debates, and exercises, with plenty of interactive sessions. Participants would benefit from reading the Directives covered in the programme prior to the course.

At the end of the course you will receive a certificate of attendance. You will have access to the slides as well as additional learning material for a duration of six months after the course.

The course is intended for officials from national, sub-national and local authorities and other public bodies from the EU Member States, candidate countries and European bodies and organisations, who wish to familiarise themselves with European public procurement, PPP/private finance and concessions. It should also be of interest to managing authorities working in the new programing period as well as  private sector providers, professional advisers and academics involved in not only public procurement, concessions, and contract management
