European Union Civil Service Law

In our conference we will discuss recent developments in the case law of the General Court and look in more detail at specific issues regarding civil service litigation in the EU, including those which are currently on the agenda. The conference will also provide an opportunity for debate and a critical assessment of this case law among the key actors concerned.

About this course

Since 2012, EIPA’s European Centre for Judges and Lawyers (ECJL) in Luxembourg has held annual conferences on the theme ‘European Union Civil Service Law’. These events have been a great success and attract the enthusiasm of many participants, including judges from the General Court, legal representatives of the European institutions, university professors and lawyers specialised in this field every year. In light of this, EIPA wishes to repeat the experience by organising the 14th Annual Conference. This will be an occasion to explore some of the recent developments in both substantive and procedural law.

The conference is geared towards civil servants and officials of the EU institutions, bodies and agencies who are responsible for legal aspects of human resources management; members of trade unions of the EU institutions; lawyers specialised in EU civil service litigation; national experts of civil service law; as well as officials of international, non-EU organisations who are responsible for staff matters.

What you will learn
The programme of this year’s conference will comment and discuss, inter alia, the following topics:

  • Rights and obligations of civil servants and agents: update on recent case law;
  • Overview of substantive EU civil service law developments;
  • Recent developments in procedural EU civil service law;
  • The rights and obligations of EU officials and Members of the institutions outside working hours;
  • Financial liability of EU officials and members of the EU institutions;
  • Pre-disciplinary and disciplinary proceedings;
  • The claims for compensation.

The aim of the conference is twofold: first, to inform participants about recent developments in the case law of the General Court and to look in more detail at specific issues regarding civil service litigation in the EU, including those which are currently on the agenda; and secondly, to provide scope for a debate and a critical assessment of this case law among the key actors concerned, namely judges, lawyers and staff of the institutions.

Methodology
Leading experts in the field (justice professionals, lawyers and legal counsellors, EU officials, etc) will analyse a series of contents proposed by the programme. Ample discussions session will feature in the programme to allow for questions and debate. Moreover, the social elements in the programme (meals, evening cocktail, etc) will be excellent opportunities for professional networking.

Fee
The fee includes documentation, refreshments and a lunch. Accommodation and travel costs are at the expense of the participants or their administration.

Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain, Sweden.

For all other participants, the regular fee applies.

Early bird discount
The early bird discount is not cumulative with other discounts or promo codes, except for the EIPA member fee.

Loyalty coupon
As a token of appreciation we offer all our participants a loyalty coupon for one of our future courses. The offer can be shared with colleagues and relevant networks. Prior payment is a condition for participation.

Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants. EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).
