Feasibility study for the establishment of a European Diplomatic Academy

Between May and November 2022, EIPA conducted a study –  commissioned by the European External Action Service (EEAS) –  as a lead in a consortium with the European University Institute (EUI) and the Centre for European Policy Studies (CEPS). The study aimed at highlighting the existing options for the legal, administrative and financial establishment of a future European Diplomatic Academy (EDA), including its governance structure.

The final Feasibility Study report was produced in English and included:

  • Chapter 3: Diplomatic training landscape in Europe and in selected multilateral organisations
  • Chapter 4: Analysis of existing national diplomatic training in the EU
  • Chapter 5: Training needs for European diplomacy

  • Chapter 7: Options for EDA: governance, financial sources and legal instruments
  • Chapter 8: Proposal for a quality assurance plan for EDA
  • Chapter 9: Options for academic cooperation with national diplomatic training providers and EU bodies and agencies
  • Chapter 10: Recommendations
