EuroMed Training of Public Administrations

This was a regional training and consultancy programme on Public Administration for the Mediterranean Partners. The programme was the extension of an initiative of the European Commission that started in 2000 which resulted in the holding of a Conference organised by EIPA’s former training centre in Barcelona (formerly called European Centre for the Regions) on 7 and 8 February 2000 entitled the ‘Meeting of the Representatives of the Public Administrations of the Euro-Mediterranean Partners in the Framework of the Euro-Mediterranean Partnership’.

This programme came under Chapter II of the Barcelona Declaration of November 1995 and aimed to provide training on European affairs to Civil Servants from the Southern Mediterranean and the Middle East, while also envisaging the creation of a network of training centres in public administration between the Euro-Mediterranean Partners.

This programme, which ran between January 2004 and December 2009, was aimed at the 10 Mediterranean Partners and was also open to the 27 EU Member States and the Candidate Countries. It consisted of 4 modules:

  1. Basic EU knowledge
  2. In-depth EU knowledge
  3. Management of Community Programmes
  4. Actions to train trainers
