The treasury department of the City Council of Benidorm was an old-fashioned department which had not suffered many changes for many years. It has been only since 2006 when the new Treasurer arrived that a new system began to be implemented based on managerial and organisational techniques. A first strategic plan was implemented from 2010 to 2012 and many changes took place and it was in 2013 when the management team realized that the organisation was mature enough to take a further step.

Benidorm dealt with a holistic case with good practices in almost all the fields. The overall and new approach to enhance the implementation of CAF led to great improvements.
