Expert
Michael Burnett, a UK Chartered Accountant, member of the Chartered Institute of Personnel and Development and of the Chartered Institute of Purchasing and Supply, has more than 20 years experience of public sector management, working in and with EU institutions, central government and local government.
He is currently responsible for EIPA’s international training programmes in Public-Private Partnerships (PPP) and public financial management. He launched EIPA's European PPP Forum as a forum for PPP issues.
His experience also includes more than 15 years practical experience of PPP/ public procurement in UK, EU and transition countries, working for the European Commission (DG Enterprise) as an END (e-business projects) and three years leading a UK government training agency in health sector.
Mr. Burnett advised MEPs throughout the revision of EU Public Procurement Directives (2000-2004). He is also a member of the Editorial Board of the European Procurement and PPP Law Review and of the European Commission’s Stakeholder Expert Group on Public Procurement and has been an expert witness in the European Parliament's Internal Market and Consumer Protection Committee hearings on the Concessions Directive, on the EU public procurement regime and on innovation in procurement.
He was also a Theme Leader in EIPA’s European Public Sector Awards (EPSA) in 2009 and 2011 and a contributing author to “EPSA Trends in Practice - Driving Public Sector Excellence to Shape Europe for 2020” (published by EIPA in 2011) and (with A Heichlinger), to “Taking the pulse of public administrations”, (published by EIPA in 2009).
Mr. Burnett is a regular speaker at PPP conferences and seminars and has published widely on public procurement and PPP. He has published widely on PPP and public procurement including his latest books “Competitive Dialogue – A practical guide”, published by EIPA in January 2010 and “PPP - A decision maker's guide”, published by EIPA in September 2007.

Michael Burnett, expert-comptable britannique, membre du Chartered Institute of Personnel & Development et du Chartered Institute of Purchasing & Supply, a acquis sa vaste expérience de la gestion du secteur public en travaillant pendant plus de vingt ans dans des institutions européennes, dans l’administration centrale et dans des administrations locales, ou en collaborant avec elles.
Il est aujourd’hui responsable des programmes de formation internationaux proposés par l’IEAP en matière de partenariats public-privé (PPP), traitant de questions juridiques, commerciales et opérationnelles associées aux PPP, y compris l’utilisation des Fonds structurels européens. Il est à l’origine du Forum européen des PPP lancé par l’Institut.
Son expérience antérieure est riche de plus de quinze ans d’expérience pratique en matière de PPP / marchés publics au Royaume-Uni, dans l’UE et dans les pays en transition. Il a été expert national détaché pour les projets d’e-business de la DG Entreprises (Commission européenne) et responsable d’un PPP (agence de formation instituée par le gouvernement britannique dans le secteur de la santé) pendant trois ans.
M. Burnett a conseillé des membres du Parlement européen tout au long du processus de révision des directives relatives aux marchés publics (2000-2004). Il fait également partie du comité de rédaction de la European PPP Law Review ; il a été demandé en qualité d’expert lors des auditions récemment organisées par la commission « Marché intérieur et protection des consommateurs » du Parlement européen concernant le régime de passation des marchés publics et les innovations dans ce domaine. Il a présenté un document intitulé Challenges ahead for the Government regulatory framework in the EU for PPP lors d’une conférence tenue à Pékin dans le cadre du projet UE-Chine en matière commerciale.
M. Burnett intervient régulièrement lors de conférences et séminaires sur les partenariats public-privé et est l’auteur de nombreuses publications sur les marchés publics et les PPP, notamment les récents ouvrages Competitive Dialogue – A practical guide, publié par l’IEAP en janvier 2010, et PPP - A decision maker's guide, publié par l’IEAP en septembre 2007.
