Javier Sánchez Cano (ES) is Director of the European Centre for the Regions, EIPA’s Centre in Barcelona. He obtained his Bachelor degrees in Language and Literature in 1988, and then in Political Science in 1992. He became a Lecturer at the Autonomous University of Barcelona (UAB) in 1993, and completed his Master degree in International Relations in 1997. During this period he published numerous articles and books, notably on UN peacekeeping operations, the changing concept of security in the post-Cold War world and human rights. In 2001 he left his full-time teaching position to take on different tasks within the Catalan regional and local administrations. His last responsibilities were as Director of European Union policies at the Secretariat for the European Union within the Government of Catalonia. He was responsible for leading a team of a dozen policy advisers, based both in Brussels and Barcelona, who monitor the legislative processes and political outlook relevant to Catalan activity in the EU. Previous positions include those of Chief of Staff for two City Councillors in the municipality of Barcelona: Civic Participation, Solidarity and Cooperation (2003-2005); and Presidency and Finance (2001-2003).
Between February 2001 and April 2004 he served as Secretary-General of the Ibero-American Centre for Strategic Urban Development (CIDEU) – an association of municipalities headquartered in Barcelona and dedicated to supporting local development efforts by coaching, training and improving the capacity of local managers and officers, through a participatory and strategic approach.
In more recent years his research interests have turned towards the participation of regions and cities in international and European affairs. He has published various studies on sub-state networks and regional integration in the European Union and Latin America, as well as on the international actions of local authorities.
In 2000, Mr Sánchez Cano created a consultancy firm; a venture that allowed him to support the work of public administrations and institutions through social studies of high added value, methodological quality, and with an understanding of the customer’s knowledge needs.
