Alexander Heichlinger (AT) is Expert and Project Leader at EIPA-ECR Barcelona, and previously worked at EIPA Maastricht. He graduated in business economics (MA) from the Leopold Franzens University of Innsbruck (AT) and the Catholic University of Leuven (BE). He received scholarships from the Austrian College (European Forum Alpbach), the Representation of the European Commission in Austria (PhD grant), the United Nations Office (UNO) in Vienna (AT) as well as from the London School of Economics to attend its Master Classes in Madrid (ES). In 1996, he started working at EIPA.

In this context, over the last 14 years he has been involved in and has completed numerous assignments for regional and local authorities in the enlarged Europe as well as for the European institutions (e.g. Deputy Head of the eEurope Awards scheme, DG Information Society, European Commission; study and consultancy regarding "The Introduction of the Euro and Its Impact on Local and Regional Authorities: A Handbook of Good Strategies and Preparatory Measures", Committee of the Regions; partner in and member of the Scientific Committee of the ALSO Project – Achievement of the Lisbon and Gothenburg Strategy Objectives by INTERREG, EC INTERACT Secretariat, etc.). Currently, he heads the European Public Sector Award (EPSA) project management team (www.epsa2013.eu) at EIPA.

He is also involved, as a Visiting Lecturer, in a Master's programme on eGovernment, and information society technology (IST) in public management and is member of the Executive Board of the Master in European Integration and Regionalism (MEIR) programme.

He has published 7 books and has many other publications in his name (i.e. academic articles, policy and discussion papers, expert reports, etc.) regarding the abovementioned topics, which have been translated into several languages. He is fluent in German (mother tongue), English and Spanish, and has knowledge of Catalan, French, Italian and Dutch.

Mr Heichlinger is engaged with Isabel and has two children, Max and Abril.
