Tony Bass (IE) is a seconded national expert at the European Institute of Public Administration (EIPA) in Maastricht, Netherlands, where he specialises in a number of areas including communications and public relations. His other interests include the interface between political and administrative systems; interface between NGOs, lobby groups and EU/domestic institutions; EU decision-making, negotiations and Presidencies; participative forms of democracy; industrial relations and human resources management; strategic management, leadership; group facilitation; training and development strategies, methodologies and evaluation.
Tony Bass is a graduate of the National College of Ireland in Dublin (IE) and the University of Warwick (UK). He is a member of the Public Relations Institute of Ireland and the Chartered Institute of Personnel Development, UK. A career civil servant, who has also been a member of various Ministerial cabinets, he has worked in eight Ministries in Ireland (Revenue; Social & Family Affairs; Energy, Finance & Public Service; Tourism & Trade; Arts, Sports & Tourism; Foreign Affairs; Communications, Marine & Natural Resources).
He has been a press officer and communications adviser in a number of Ministries, including Press Officer in the Ministry of Foreign Affairs during the Irish EU Presidency in 1996. He has extensive practical experience in EU fora including Comitology committees, Council Working Parties and Council of Ministers meetings. Prior to his current appointment he was Head of Training for the Irish Presidency of the EU in 2004.
Tony has also trained and advised a range of NGOs and civil society interests and has extensive experience in consultancy and strategic human resource management in public administrations across Europe. He is also a Visiting Professor of Public Relations in the College of Europe (Bruges, BE).
Publications include: Hints & Tips for Chairing EU Meetings (2003) and The A-Z of EU Event Management (2003).
