Seconded National Expert
Sylvia Archmann (AT) joined EIPA on 1 November 2005 as a Seconded National Expert in the Unit on Public Management and Comparative Public Administration. She has a Master's degree in economics and informatics from the University of Vienna (Austria). She joined the Austrian civil service as an IT specialist in 1980. During her professional career to date, she has worked in various fields of public administration for several ministries and the Federal Chancellery in Austria. Before joining EIPA, she was the Director of the unit in charge of running the award-winning internet platform HELP (www.help.gv.at). She is a founder member of the IPSG Group (Innovative Public Services Group under the umbrella of EUPAN), involved in and leading projects on performance indicators and benchmarking. She was the Austrian representative for several OECD-PUMA (Public Management) projects such as the Strengthening Citizen-Government Connections working group. She is the project leader of the Modinis Study on Interoperability on Local and Regional Level in eGovernment (within the EU 2010-programme).

Sylvia Archmann (AT) a rejoint l’IEAP le 1er novembre 2005 en qualité d’experte nationale détachée dans l’unité Gestion publique européenne. Titulaire d’un diplôme en économie et en informatique de l’Université de Vienne, elle est entrée dans la fonction publique autrichienne en 1980 en tant que spécialiste TI. Sa carrière professionnelle l’a conduite jusqu’ici à exercer des fonctions dans plusieurs domaines de l’administration publique pour divers ministères et pour la Chancellerie fédérale autrichienne. Avant de rejoindre l’IEAP, elle dirigeait l’unité chargée de gérer la plateforme Internet HELP (www.help.gv.at), récompensée d’un prix. Elle figure parmi les membres fondateurs du Groupe des services publics innovants (IPSG) qui, sous la tutelle d’EUPAN, participe à des projets de premier plan en matière de benchmarking et d’indicateurs de performance. Sylvia Archmann a représenté l’Autriche dans le cadre de plusieurs projets OCDE-PUMA (gestion publique), parmi lesquels le groupe de travail sur le renforcement des liens entre l’administration et les citoyens. Elle est responsable de l’étude Modinis sur l’interopérabilité au niveau local et régional dans le cadre de l’e-gouvernement (étude réalisée au titre du programme 2010 de l’UE).
