EIPA Barcelona, the centre of the European Institute of Public Administration in Barcelona, is the Programme Office for the Euromed Justice IV Programme funded by the EU under the European Neighbourhood (South) Instrument. EIPA is the main partner of the project consortium led by FIIAPP.
Euromed Justice IV Project (2016-2019)
The overall objective of the Euromed Justice IV project funded by the European Union is to contribute to the development of a Euro-Mediterranean area of effective, efficient and democratic justice system respectful and protective of human rights by the strengthening of the rule of law and continuously progressing towards the alignment to international legal frameworks, principles and standards. This project of regional scope is addressed to the European Neighbourhood South Partner Countries (ENI SPC). Overall, the Euromed Justice IV project seeks to consolidate and further develop the achievements of Euromed Justice I, II and III.
The South partner countries are the People’s Democratic Republic of Algeria, the Arab Republic of Egypt, Israel, the Kingdom of Jordan, Lebanon, Libya, the Kingdom of Morocco, Palestine and the Republic of Tunisia. The Syrian Arab Republic’s participation is suspended by decision of the EU.The Euromed Justice IV project will more particularly address issues related to the themes of:
1. Effective independence of justice and access to justice services, and
2. Regional cooperation on private and criminal law.
The project is managed by a consortium led by the Fundación Internacional y para Iberoamérica de Administración y Políticas Publicas – FIIAPP (Spain). The other consortium members are: the Center for International Legal Cooperation – CILC (the Netherlands), the European Institute of Public Administration – EIPA (the Netherlands), and Justice Coopération Internationale – JCI (France).

Previously, since 2002 EIPA Barcelona was the Programme Management Unit for 5 Euromed projects funded by the EU which were implemented by a consortium led by EIPA. Below you find more information per project:

EuroMed Justice III Project (2011-2015)
This project will be implemented by a consortium led by the European Institute of Public Administration (EIPA) and composed of FIIAPP (Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas), IRZ (Deutsche Stiftung für Internationale Rechtliche Zusammenarbeit) and SOFRECO (Société Française de Réalisation d´Etudes et de Conseil). EIPA’s Antenna in Barcelona will function as the Programme Management Unit for the EuroMed Justice III Project.
The beneficiaries of this project are the ENPI South countries and territories: the People’s Democratic Republic of Algeria, the Arab Republic of Egypt, Israel, the Hashemite Kingdom of Jordan, Lebanon, the Kingdom of Morocco, the Palestinian Authority, the Syrian Arab Republic (formally part of the project even if there is a partial and temporary suspension of the EuroMed Justice III project in terms of Syrian participation), the Republic of Tunisia and Libya, as new ENPI South Beneficiary Country of the Project.
The EuroMed Justice III project will in particular address issues related to the themes of Access to justice and legal aid, Resolution of cross-border family conflicts and Criminal and penitentiary law.
The project activities consist in carrying out Working Groups and Training sessions and in organising Study visits covering the 3 components of the project. Research Reports, Handbooks and Training Modules will also be produced during the project lifecycle.

EuroMed Justice II Project (2008-2011)
The European Centre for the Regions, EIPA's Antenna based in Barcelona , is the Programme Management Unit for the EuroMed Justice II Project. The beneficiaries of this project are 9 Mediterranean Partners (MP): Algeria , Egypt , Israel , Jordan , Lebanon , Morocco , the Palestinian Authority , Syria and Tunisia .
The overall objective is to contribute to the development of a Euro-Mediterranean area of cooperation on justice. The modernization of the judicial system underpinning the principles of judges´ independence and the consolidation of MP, both being priority areas to all of them. Another objective of the project is to develop networks.
The project is structured around three different components:
- Access to justice and legal aid: to remove obstacles to access to justice and legal aid, and to the due enforcement of delivered ruling.
- Resolution of cross-border family conflicts: their significance, their number and impact on the less protected groups.
- Transposition of international conventions on criminal and prison law.
EuroMed Training of Public Administrations (2004-2009)
Regional Training and Consultancy Programme on Public Administration for the Mediterranean Partners
The programme is the extension of an initiative of the European Commission starting in 2000 which resulted in the holding of a Conference organised by the ECR in Barcelona on 7 and 8 February 2000 entitled the "Meeting of the Representatives of the Public Administrations of the Euro-Mediterranean Partners in the Framework of the Euro-Mediterranean Partnership".
This programme comes under Chapter II of the Barcelona Declaration of November 1995 and aims to provide training on European affairs to Civil Servants from the Southern Mediterranean and the Middle East , while also envisaging the creation of a network of training centres in public administration between the Euro-Mediterranean Partners.
This programme, which runs between January 2004 and December 2009, is aimed at the 10 Mediterranean Partners and is also open to the 27 EU Member States and the Candidate Countries. It consists of 4 modules:
1. Basic EU knowledge
2. In-depth EU knowledge
3. Management of Community Programmes
4. Actions to train trainers

EuroMed Market Programme (2002-2009)
Regional Programme for the Promotion of the Euro-Mediterranean Market Instruments and Mechanisms
This regional programme of the European Commission (EC) for industrial co-operation, aimed at all 37 Euro-Mediterranean Partners (27 EU Member States + 10 Mediterranean Partners), with a total duration of 7 years (May 2002 - May 2009), falls under component 2 of the Barcelona Declaration of November 1995, pursuing the establishment of a Free-Trade Area by the year 2010 in the Mediterranean Region. Within this regional programme, a series of 8 priority fields pertaining to the Single Market have been identified:
