New report backs conclusions of EIPA PPP study

A report published on PFI/PPP last week by the UK’s National Audit Office highlights several issues raised in EIPA’s book on PPP in September 2007 (“PPP – A decision maker’s guide” by Michael Burnett).

These include recommendations such as:
• “Procuring authorities should ensure that there are suitably experienced contract managers prepared to robustly challenge contractors”
• “The Treasury should consider how data can be collected to better understand the relationship between investors’ returns and the risks they have borne”
• “Departments should undertake periodic value for money reviews of their programmes highlighting any areas where value for money has diminished”

Michael Burnett, PPP Expert at EIPA, commenting on the NAO report, said “This is an excellent report which highlights many important PPP issues - it is one of a number of recent reports which support the conclusions we reached four years ago”.
